Re-cut 2 of 3 — the KIND packs: `epic`, `story` and `bug` at deepen

The three kinds that carry no type. Each gets the rules whose situation is that kind, and nothing else.

What each kind owns

• epic deepen — the body states a capability and its BOUNDARY; the outcome rather than the component list; no child's acceptance criteria restated at this level.
• story deepen — one vertical slice; the journey step and its actor; criteria met by the ASSEMBLED children; the repositories the slice spans; whether the story has a user-observable surface, which is what makes the design gate and the acceptance receipt fire. The existing kind-story material — vertical slice, span-repositories, verification recipe, journey audit — belongs here and today reaches skeleton cells only.
• bug deepen — the diagnosis: reproduction before any account of cause, the mechanism with its discriminating observation, the fix direction as its own claim with its own evidence, and the provenance card that owes an amendment.

bug arriving here is the visible half of MOTIR-3896's TYPED_KINDS change: a defect card is shaped by being a defect, not by a work type.

Acceptance criteria

• A deepen cell for each of the three composes its own kind pack and NO type pack; asserted per kind rather than for one representative.
• The kind-story material reaches a story being DEEPENED, which is the pass it is about — it reaches only skeleton cells today, in 2 of 52.
• Rules moved from the cross-cutting set carry no reference to text outside their new pack, MOTIR-3898 having already rewritten the connectives.
• Nothing a container could fire is left behind in a type pack, and nothing type-specific lands in a kind pack; the PR carries the per-segment table naming its new pack and the situation that justifies it.
• The routing baseline shows, for every moved clause, that the cells carrying it are a superset of the cells where its situation can occur.
