Planner self-improvement — auto-reported quality bugs
The home for bugs the Motir planner files about its own quality — the self-improving loop (Story 7.6). These are not build-plan work items; they are runtime-captured planner/agent flaws, filed into MOTIR/PROD via the service-auth route (MOTIR-1450) so the team can triage + fix the planner.

Where auto-filed bugs land
Under MOTIR-1465, the home story below — never at the project root, and not directly under this epic. Production reaches it by the literal key MOTIR-1465; once MOTIR-2201 ships, the drift-proof @planner-bug-home marker resolves to the same story by its exact title, project-wide.
The bugs already sitting directly under this epic are hand-filed planning bugs, not loop output.
This epic's title is the ensure_planner_bug_home migration's join key (PLANNER_BUG_HOME_EPIC_TITLE), so keep it in sync with that SQL literal — but it is no longer a resolution input for the filer.
